- Reducing Shadow Executive from 9 to 7

Abolishing all EMAPs and Standing Scrutiny Committees and replacing with 5 Scrutiny Committees (inc. Education) to cover Directors areas:-
- Partnership
- Community
- Transport and the Environment
- Economic Development
Abolish Scrutiny Management Committee (SMC)
Provide Additional Planning Committee
No new Ad Hoc Scrutiny committees to be formed; all work to be done by new Scrutiny Committees
Increasing Scrutiny Budget by £14,000 - Reduce the number of Directors and move to Strategic Directors
- Centralise HR with the Chief Executive's Department
- Cap Recruitment Fees
- Reduce External Legal Advice
- Limit Department Travel Budget
Spending and Cuts Reversals
Economic Development
- Free Evening Parking for Residents from 5.30pm
- Fund fireworks display
- Fund better Christmas Lights
Community
- Reduction in residents' parking fees by 10%
- Additional Contact hours for Home Care by the City wide enabling and intermediate care team High Dependency and EMI services
- Stop the sale of section of Back Park
- Reinstate the Family Support staffing reduction
- Reinstate the School Swimming Support cut
- Reinstate the Sports SLA and Grants
- Grant to York Unifying and Multicultural Initiative (YUMI).
- Keep St Georges Field car park toilets open all year
Partnership
- Pay additional Enhanced fees to private sector residential and nursing homes
- Grant to Older People's Assembly
- Grant to York Credit Union
- Reinstate Audit and Fraud Post
Environment and Transport
- Commence Recycling Pilot in April instead of October
- Free parking for Green Minster Badge holders - for cars owned by residents which are consider "environmentally friendly" such as those exempt from the London Congestion Charge
- Fund pilot 'Smart Choices' initiative for personalised travel planning
