Personal Details

  • Paul is 32, born and bred in York
  • Married since 2002 to Heather, and they live with Sweep, their Scottish Terrier
  • Elected to the City Council in 2003, and re-elected in 2007 with substantially increased majority
  • Chaired the Council's 'Inclusivity Scrutiny Committee' in 2006, working at ways of opening-up the council to those who do not usually get involved in politics
  • Currently: Member of Education Appeals Committee; Chair, Children and Young People Working Group; and Vice-Chair, Scrutiny Management Committee
  • Joined the Labour Party in 1996 aged 21
  • Contested the Parliamentary seat of Ryedale at 2005 general election. His campaign was the most successful in the country in terms of Labour's increased vote (up 41%), taking more than 5,000 votes from the Lib Dem candidate alone
  • Active member of the Local Government Association: having been asked by the LGA Labour Group to serve on three multi-party task forces since 2004. Currently serving on Children & Young People Board (until end-2008).
  • Active member of: Labour Movement for Europe, Labour Finance and Industry Group; Labour Animal Welfare Society
  • Set up a business aged 17 with an advertisement in the local paper offering IT advice, and have remained self-employed ever since. Currently Managing Partner of Right Angles (a PR & marketing business) with national brand-name clients, and a focus on green issues internationally. Described by Yorkshire Business Insider magazine as a "leading Yorkshire business figure" in May 2006
  • Attended Leeds Metropolitan University: graduated July 2005, with 2:1 in Law; after four years of part-time, self-funded study
  • Graduate of the 'Next Generation' programme in 2007, run by the Leadership Centre for Local Government. Described as "an 18-month programme designed to develop and support high-flying councillors who have the potential for being leaders of the future".
  • Work regularly at Parliament - since 2006 as Research Assistant and communications advisor to Lord (George) Foulkes of Cumnock, a Labour Peer and MSP: created and managed his website, www.lordfoulkes.com

Residents have their say in “Shaping local Services”

We know that the following issues are most important to residents in Heworth through our regular surgeries, meetings and newsletters. We will work to ensure that these services meet the needs of all residents in the Ward.

Caring for Older People
  • Fighting for replacement bungalows for the residents of Discus bungalows.
  • Working to provide services to prevent isolation and keeping older people independent in their own homes.
  • Working with the Police to help stop older people’s fear of crime.
Environment
  • Working to keep the Ward clean, free of litter and graffiti.
  • Working to enhance the River Foss, South Beck and Tang Hall Beck as green corridors through the Ward.
  • Ensuring that all parks, gardens and open spaces are well maintained and well used by residents
Community Safety
  • Working to ensure the Police patrol in all areas of the Ward and keep our roads safe.
  • Providing extra street-lighting through the Ward Committee.
  • Working with residents to extend the number of Neighbourhood Watch schemes in Heworth
Traffic and urban development
  • Continuing to fight against overdevelopment in the Heworth Green and Layerthorpe area.
  • Working for a transport masterplan to stop congestions in the area and to get better bus services.
  • Continuing to fight for better planning of services and use of land owned by the Council, starting with the Tang Hall and Muncaster areas of the Ward.
