"We have a long list of failures - and that is what they are - that we can link back to the running of this council. Coun. Galloway was the executive leader until relatively recently, who has presided over the failures of the Barbican, both in terms of the auditorium and the re-provision of city centre swimming.
"Other, more recent failures include getting the right company to deliver the new Peasholme Hostel (on time and on budget) and delivering a new council HQ on time, something we now know will not happen. This Executive has come to be associated with an inability to deliver on the major projects that are really important to this city".
The motion is also constructive by calling on the Executive Leader, Coun. Andrew Waller to personally take control of the major projects that are ongoing, including the proposed Community Stadium.
"It is time to do away with the dead wood of the ruling executive and for the leader to demonstrate why he is in the position he has been elected to", added Coun. Scott.
"It appears as though he is still playing second fiddle to Coun. Galloway, and that is not the sign of an able leader. He is experienced enough not to need to do this, and I call on him to show the leadership he has been entrusted with".
The motion to council will be put at the next meeting of Full Council at the Guildhall on the evening of 25th September.
